When you arrive in Belgium with a student visa, you quickly hear about two authorities: the municipality and theImmigration Office.
And one question comes up often:
"If I have a problem with my residence permit, who should I contact?"
The distinction is important, as these two authorities do not have exactly the same role.
The municipality is the administrative office for your place of residence.
For an international student, it is involved in procedures related to your registration and your stay in the country.
It is specifically where you must carry out certain administrative procedures after your arrival and submit your application for residence permit renewal.
The municipality may also carry out certain checks, particularly regarding your actual place of residence.
It is therefore generally the first point of contact for any administrative procedure related to your residence in Belgium.
TheImmigration Office is a federal administration under the FPS Interior.
Its role is much broader.
It is involved in reviewing numerous applications regarding access to the territory and the stay of foreign nationals in Belgium.
For certain student procedures, the Immigration Office reviews the file submitted by the municipality and makes the decision within its jurisdiction.
This is also why you may have submitted your file to the municipality but are then waiting for a decision from the Immigration Office.
Keep this simple rule in mind:
If you need to renew your A card, your first point of contact is your municipality.
If you just arrived in Belgium, you need to contact your local municipality.
If you need to report or change your address, contact your local municipality.
If you need to pick up your residence permit, contact your local municipality.
If you want to understand a decision made by the Office, contact the Immigration Office or follow the instructions you received.
If your residency procedure is processed by the Office, your point of contact is the Immigration Office.
If you are missing a certificate of enrollment, contact your educational institution.
This last piece of information is important: your university or school is not the authority that issues your residence permit.
However, it does provide certain documents that are essential for your student file.
Understanding this distinction helps avoid a lot of confusion.
